As reported by the press center of the service, the criminal was Anzor Bisayev, the commander of the special purpose mobile unit of the Russian Guard (better known as OMON) in the Chechen Republic “Akhmat”, who belonged to the closest circle of Chechen leader Razman Kadyrov.
“At the beginning of March, while in the village of Babynci, Buchansk district, the occupier together with his subordinates broke into one of the private houses of local residents and kidnapped a teenager. At gunpoint and holding a knife to his head, the attackers demanded information from him about the location of Ukrainian soldiers.
When the torture did not produce the “desired result”, the boy was placed in an armored car and the abuse continued, using physical violence and threats. “After the liberation of the Kyiv region, the perpetrator fled to the territory of the Russian Federation, where he is hiding from justice,” the report reads.
The service assures that all measures are currently being taken to prosecute this person.
